Safe Harbor I is a partnership between Holos Communities and TPC Homes, delivering 50 units of permanent supportive housing to the community of Wilmington. The four-story building will include 49 two-bedroom residences and one manager’s unit, alongside roof decks, a native, drought-tolerant garden, community room, supportive service offices, and on-site property management. The development will serve formerly unhoused families in LA County Service Planning Area 8 - pairing stable homes with on-site services to support long-term housing stability. This project complements Safe Harbor II, Holos Communities’ neighboring collaboration with TPC Homes.
The ground floor includes a community room that utilizes large glass openings overlooking natural planted and paved plaza-like spaces with opportunities for social interaction. At the main site entry, the project provides staff offices for case managers, property management, a supervisor as well as a meeting space. Picnic areas and seating are nested in native plantings and are distributed throughout tenant areas on the ground floor. Common roof decks are provided on level 2 and the roof with seating and planters providing social spaces for upper-level tenants with direct visual connection to neighboring streets and the central court.
The location offers residents excellent access to daily needs and amenities. Food 4 Less is just an eight-minute walk away, while Wilmington’s commercial core along Avalon and Anaheim Street is less than half a mile from the site. Wilmington Urgent Care and Family Clinic are also nearby. For recreation, Wilmington Waterfront Park and Wilmington Recreation Center are within a 10-minute walk. Transit options include the 232 bus line on Anaheim Street, providing convenient connections to Downtown Long Beach and through the South Bay along the Pacific Coast Highway.
Please note: all images shown are early design concepts and will be refined as the project moves forward.
